This exercise centers on combat communication and combat support units as defined in AFPD 4-0. It offers a venue for expeditionary training, functional visits, and readiness exercises. It is designed for operating on tactical networks and transmission systems as they are used in real-world, high-pressure situations. The environment is non-simulated and includes Contested, Degraded, Operationally-Limited (CDO-L) conditions, as well as both kinetic and non-kinetic threats that Airmen may encounter during a contingency. As AFFORGEN and FE certifying events mature, BUMBU FORGE provides a blueprint to be the premier CET certifying event. This exercise can serve as an independent certifying event or can be merged with the Expeditionary Airbase (XAB) combat support units. By doing so, FEs can acquire certification in a Main Operating Base (MOB) or Semi-Permanent Contingency Location (SCL) movement and maneuvering, in partnership with combat communications CET.
Air Force exercises center around aircraft and shape the development of exercises and desired learning objectives (DLOs). Any negative impacts on the generation of sorties, such as poor or non-existent communication, are usually short-lived, simulated, or not included in the Master Scenario Event List (MSEL). Any negative impacts on the generation of sorties, such as poor or non-existent communication, are usually short-lived, simulated, or not included in the Master Scenario Event List (MSEL). However, these changes do not benefit combat communications Airmen who lack knowledge, skills, and abilities (KSAs) in these areas. Modified injects also do not provide a realistic communications CDO-L environment for warfighting functions that rely on communication availability, preventing Airmen from fully testing their critical thinking across the competition continuum. Wing level exercises, especially for Air National Guard (ANG) wings, also do not typically integrate combat communications requirements well due to the time constraints of a Regularly Scheduled Drill (RSD) or an extended RSD. The combat support community faces similar inject modifications that hinder their ability to achieve their Mission Essential Tasks (METs) in typical AF and wing exercises.

After readiness exercise requirements and MET validation are completed, movement and maneuver around the battle space executing specific tasks (e.g., Forward Operating Site (FOS) to Initial Contingency Location (ICL) in a particular mission with onward movement to Temporary Contingency Site (TCL). Incorporating Command and Control (C2), Sustainment, Protection, Intelligence, and the always present information components of Agile Combat Employment (ACE) will occur to lean forward into evolving employment concepts and to test NCO, SNCO, and CGO decision-making abilities as it applies to decerning, mitigating and accepting risk to mission, risk to force, and mission command. Through tailored injects, the exercise will create an environment in which, as messaged in The Mobility Manifesto, “Our Airmen will reimagine and revise plans at the time of need. Our Airmen will comprehend and overcome contingencies. Our Airmen will develop solutions to problems not yet identified.”
